Selecting an NCE

When an NCE is to be selected, emphasis is put on:
 
1. The cluster's resource basis, it’s historical development, the combination of companies and the size of the cluster. The market's development potential, access to manpower and relations with R&D and training environments and developers. Financial resources.

2. Relations and dynamics within the group, such as shared interests among the operators, the cluster’s competitive advantages, shared awareness of the importance of the cluster, shared visions, established cooperation forums and implemented development processes.

3. Innovation activity, such as the companies’ innovation abilities and innovation activity, established innovation cooperation between companies, and between companies and R&D operators within and outside the group.

4. International orientation and quality standard, such as international market position, international R&D cooperation, international quality of the most used R&D partners, international contact interface and participation in international programmes.
